Promoting early retirement was a frequently used policy to keep open unemployment low in a phase of massive industrial restructuring in the s and s or even more recently in many EU Member States.

However, while such schemes were gradually dismantled in many European countries over the last two decades, we can observe a certain renaissance of the view that in a situation of crisis high levels of youth unemployment can be reduced when older workers retire more early.

In SeptemberFrench President Francois Hollande expressed his view that high birth rates are responsible for high youth unemployment rates in France. Hence, it is important to study the issue if there is a real competition for jobs between the two age groups in EU Member States. The recent economic crisis has had a huge impact on European labour markets, including both the young and old. Besides large cross-country variation, there has been a remarkable resilience of the employment rates of prime-aged and older workers compared to the more vulnerable situation of young people, who have been facing severe difficulties in finding jobs in many EU Member States.

The situation is somewhat more complicated for those who finished upper secondary school. The reports are based on a sample survey that has been conducted every second year sincecomprising three-year follow-up studies of persons leaving education.

The survey aims to examine the labour market entry of new graduates with different levels of education. The second most common activity after finishing upper secondary school was to continue with higher education. In comparison to the last reports, a larger proportion worked at least one hour during the measured week of the study.

A clear majority were satisfied with their education. The second report examined the labour market situation among graduates with a higher education, whether undergraduate or postgraduate. Women were less likely to be working than men; however, they were more likely to be on parental leave. Overall, seven out of 10 college graduates had work within three months of graduation. Foreign born third-level graduates appear to have greater problems establishing themselves in the labour market.

Moreover, during the three years since graduating, they had been unemployed to a greater extent and for a longer time. Foreign born third-level graduates are also less likely to have work that corresponds to their education and are more often dissatisfied with their jobs.

Graduates of languages, theology, behavioural science and art were less likely to be working during the measured week of the study, compared with the average. Overall, two out of three of the third-level graduates have a job that largely corresponds to their education.

One in five graduates of languages and humanities were overqualified, compared with one in 10 third-level graduates on average.

The Swedish Trade Union Confederation Landsorganisationen i SverigeLO argues that the quality of trainee programmes at the workplace has to be improved and that apprenticeships should be a part of vocational programmes. LO highlights the lack of specialist craftspersons and workers in the manufacturing and health sectors; in particular, education courses in these fields need greater resources.

The confederation underlines that lower wages are not an acceptable method for facilitating entry into the labour market. LO and the Swedish Confederation of Professional Associations Sveriges Akademikers CentralorganisationSACO welcome the forthcoming reforms of upper secondary schooling, which will include more resources for vocational education.

They are also calling for improved study counselling, so that all students should have access to a study counsellor. The confederation believes that education — especially higher education — should be adjusted to labour market demands. Increased contact with the labour market during education is important, and the employer body considers that internships, cooperative education, projects linked to companies and mentor programmes could facilitate entry into the labour market.

At university level, the employer confederation would like to introduce a measure of quality — including the relevance of the education for the labour market and the chances of getting a qualified job after graduation.

The employer organisation also states that companies should face less risk in employing workers.

It is a significant investment for companies to hire people; therefore, the Confederation of Swedish Enterprise emphasises that a more flexible labour market where it is easier to dismiss employees, for example, would be beneficial.

There is demand for improved trainee programmes in upper secondary schools to meet labour market needs. Upper secondary schooling has been reorganised on several occasions in the last 15 years due to policy changes.
